The bill also modifies the period for comprehensive plan reviews by adjacent local governments from 180 days to 60. The rationale is that the 180 days was established when the LUPA was created and cities needed time to become familiar with the requirements. Metro Cities approached the Council about having the review period be 90 days rather than 60, and they agreed and will propose an amendment to the bill to this effect. The detailed framework shall be developed by the University of Minnesota Water Resources Center in cooperation with federal, state, and local government and private nonprofits with expertise in water resources. In developing the detailed framework, the water resources plans of organizations with water resources expertise shall be considered. The detailed framework must include identification of infrastructure needs, drinking water, ground and surface waters, storm water, agricultural and industrial needs, the interfaces of climate change, development and land use, and demographics. The detailed framework must identify best practices and methods for determining the effectiveness of those practices for wastewater treatment, drinking water source protection, pollution prevention, conservation, and water valuation. |
